this proposed bill is impossible. if the congress/senate wants to regulate obscenity, the only way is to make laws that would prohibit the ILLEGAL reprinting /republishing / copying /redistribution (piracy) of sexually provocative images or videos.. stricter (copyright) laws involving these otherwise "delicate" materials!.. recall the outspread of the hayden kho sex videos (among the many other scandals illegally spread through the internet or other media).. tsk, tsk, tsk..

good lord, as if congress didn't have better things to do, FIX THE FUCKING ECONOMY.
they're worried about pornography, but they won't put a bigger budget to education for safe sex and family planning?
